NADA represents franchised new-car and commercial truck dealers to the U.S. government and Congress, auto and truck manufacturers, the media and the public. To ensure the continued strength and health of the retail auto industry, NADA develops research data, provides education and consulting services for dealers and hosts the annual NADA Show, the largest event in the auto industry.

 

Summary:          

Manage a portfolio of issues and a team of attorneys in advocating on behalf of NADA (and its American Truck Dealers (ATD) division) to the executive branch of the federal government and educating NADA members on their compliance obligations under federal law.   

              

Essential Functions:        

Assist the Senior Vice President, Regulatory Affairs in the oversight and administration of NADA’s Regulatory Affairs department.

Advocacy

  • Identify NADA’s regulatory objectives and develop and implement strategies to achieve them.
  • Develop a strong working knowledge of federal regulatory issues (primarily in the areas of financial services, privacy, data security, advertising, telemarketing, tax, health, environment, safety, and trade) and their effect on the business operations of NADA members.
  • Advocate on behalf of NADA members before federal executive branch agencies that oversee motor vehicle dealership operations.  
  • Prepare, submit, and review written comments, correspondence, and oral testimony to – and arrange, organize, and conduct meetings with – federal agency representatives to further NADA’s regulatory objectives.
  • Coordinate with NADA Legislative Affairs, Industry Affairs, and Public Affairs; ATD; state and local Automotive Trade Association Executives (ATAEs); dealer accountants; and attorneys and senior representatives of dealers, manufacturers, suppliers, dealer-finance sources, dealer-vendors, and industry trade associations to further NADA’s public policy objectives.
  • Create, join, and sustain as necessary coalitions to facilitate NADA’s advocacy.
  • Manage NADA Regulatory Affairs attorneys, outside counsel, support staff, and other resources to further NADA’s advocacy objectives.

Education

  • Determine the need for, prepare, and review educational guides, memoranda, newsletters, e-mails, and other written communications for members, ATAEs, and dealer representatives to address federal regulatory developments affecting motor vehicle dealers.
  • Determine the need for and conduct in-person and online workshops, seminars, webinars, conference calls, meetings, and other engagements with NADA members, ATAEs, dealer representatives, and other industry groups to address federal regulatory developments affecting motor vehicle dealers.
  • Coordinate with NADA Public Affairs and Dealership Operations on the educational objectives described above.
  • Manage NADA Regulatory Affairs attorneys, outside counsel, support staff, and other resources to further NADA’s educational objectives.
  • Participate in relevant professional organizations to develop and maintain knowledge proficiency, monitor key developments, establish professional contacts, and advance NADA’s public policy objectives.  
  • Travel for in-person meetings, presentations, conferences, conventions, and other events both locally in the Washington, D.C. area and around the country.

        

 Qualifications Education and Work Experience

Bachelor and JD degrees with strong academic standing from accredited college and law school.  A minimum of 15 years of total attorney experience with a demonstrated progressive increase in responsibility.   Knowledge of and proficiency with federal regulatory and administrative process. Excellent written, verbal, analytical, computer, interpersonal, and managerial skills, the ability to work independently and with others, and proven initiative and self-discipline to generate quality work products.  Membership in good standing in the legal bar of at least one U.S. state or the District of Columbia.  Experience within retail automotive industry and/or trade association preferred.  This position is to be performed onsite at employer’s office in Tysons, Virginia.
